The By-Laws of The Realms LLC will prevail over all matters including any rule that made that by the in -game Councils that violate the By-Laws of The Realms LLC.
For all mundane business and legal matters, the BOD has full authority as defined in the By-Laws of The Realms LLC.
The BOD shall have final authority (as needed) regarding:
Feudal Matters of State regarding Kingdoms as the final word in disputes and/or to clarify the Kingdom Rules and By-Laws of The Realms.
Any infractions of the By-Laws and/or assisting with compliance thereof.
The Universal Council is comprised of the heads of the Duchies, Principalities, and Kingdoms. They shall:
Hold the final determination on Feudal Matters of State as needed (except in such matters that are forwarded to the BOD).
Determine such matters as a resource for ideas, problem solving, and planning inter-kingdom/principality events.
Kingdoms, Principalities and Duchies will have their own Council for internal operations of their groups.
Representatives from Outremer Kingdoms (non-member groups) with whom we play may be called for special sessions during planning for cross play.
All Universal Council members must be at least 18 years of age and be a member in good standing of their respective Kingdom.
Voting:
Voting is counted based on the concept of a Republic Senate with each Lord or their proxies having the ability to cast one (1) vote or to abstain. Lords who do not vote or provide their proxy forfeit their vote and may not vote after the fact.
All proxy voting must be in writing, which can be posted electronically.
A formal meeting may be called by any Lord.
Formal votes will be completed either electronically or by voice/video for those in attendance.
Vetoes:
A Veto may be called within seven (7) days of any new law enacted or any law changed. The Veto must carry by 2/3 majority.
Any Lord of any Realm may petition for a Veto to the Universal Council.
Where in agreement or not, it is the responsibility of a Duke, Prince, or King to bring such vetoes to the Universal Council who shall debate the matter.
A Branch Lord calling for the veto may be invited to speak on their concerns or disagreement garnering a call for a Veto.
The final decision of the Universal Council may not be further contested.
All matters within the Universal Council are considered privileged and confidential in any Executive Council or Sub-Committee discussion forum.
