Changes to the written Rules, including any amendments, which are the Rules of the land, must be ratified by a 2/3rds majority of the Universal Council.
The Rules will be reviewed annually.
Suggestions for changes to the Rules may be given to the Lord of any Duchy, Principality, or Kingdom at any time for consideration by the Universal Council.
If any provision of this document is found unenforceable, the remaining provisions shall remain in full force and effect.
